19th april 2006 Have I missed this before...or is this new?
From "Security Center" at the bottom of any eBay page>>>>> Select "Report another problem">>>> Select "Problems with other members">>>> Select "Problems with sellers">>>>>
Which seems to be a better spread of problems to report than I remember seeing before!

To report fakes being touted as genuine on eBay
Copy and paste the number of the auction listing or write then several numbers down, then
By the way, this eBay function does not allow one to make any comments, but only to report the number or numbers of the sales you are reporting.
You will receive this automatic response emial from eBay We will thoroughly review the listing(s) or Want It Now post(s) you have reported for violations of our Search Manipulation guidelines. We often rely on members like you to bring these violations to our attention.
We base our decisions for this offense on a review of the content of the item description and/or item title. In item descriptions, we search for unrelated keywords that appear to have been included to manipulate eBay's search engines. These lists of keywords may be hidden in drop-down boxes, reduced to small fonts or typed in a font that matches the listing's background color ("white on white" for example). In item titles, we look for unrelated keywords, unnecessary comparisons, brand name misuse and other language that may be misleading.
In light of our privacy policy, we cannot share any action taken by eBay with respect to this listing or post. If we determine that the listing or post violates eBay policy, we may:
1. Send the seller an informational alert; 2. Remove the listing or post; or 3. Suspend the seller.
Account suspensions are usually reserved for those sellers that continuously disregard policy.

I think that if many people routinely report certain sellers, ebay will have to do something. In any case the emails will make nice evidence of notice when ebay is sued in a giant class action.
One way to report these criminals that I like is as follows.
1. Block and copy auction number of fraudulent auction. 2. Scroll to bottom of page and click on "Security Center" 3. Select "another problem" on the menue that pops up. continue 4. Now you have three sets of menus on one page. Select a. Problem with another ebayer b. Fraud Concern for buyers c. Problem with fraud is not listed now continue 5. email ebay or something like that on the page that comes up. 6. Paste the auction number into the appropriate blank. 7. Text of your choice in the text part. I have been using:"This is another seller who sells nothing but reproductions represented as real ancient egyptian art. He also uses a disclaimer that violates ebay policy."
There are many ways to skin this cat. I've been doing this one because it gets me an email setup that lets me leave some text. A lot of other routes just let you leave an auction number.

Internet Fraud Complaint Centre (IFCC):- The IFCC is an American organisation which is a partnership between the FBI and the US National White Collar Crime Center. Its mission is to address fraud committed over the Internet and it includes a reporting mechanism through which people can alert authorities to a suspected criminal or civil violation.

Please read the last sentence carefully. SUSPECTED.
Has a section to report internet -auction frauds- when you go through the complaint process as I just did. This requires one temporary cookie as opposed to the 40+ the fbi.gov once tried to lay on me. I think J. Edgar Hoover has become the ghost in that machine.
I have no criminal record at all and I don't mind using my name and address when I've been victimized or someone attempts to do so to me. From now on when some eBay dealer takes the money and keeps the goods too I'm going to nail them.
You guys ought to love this thing.
Would beat putting up notices on yahoo or getting charged money by eBay or PayPal to investigate your losses to someone they allow to sell [making money at both ends].
I got to it by going through Scotland Yard to report a fraudulent email [lottery win] I just received. If I am wrong they can let me know officially I won that half million dollars in that contest I didn't enter out of England. I bet I have sent full header fraudulent emails sent to me to at least ten national police forces. If I couldn't find that I sent them to their embassies.
This is apparently for the Americans to use and is based in America. You may need to print out a paper copy of the correspondence for them to use for evidence. They ask you if you have a printed copy. I simply view/full-headered/copy/pasted the thing right into their additional information window. It is set to take 12,000 characters, which is not too shabby.
Also File mail fraud charges if it was shipped by USPS:
